Top 20 Livable Philippine Cities of 2012

The result of this study is UNOFFICIAL and is intended for a SCHOOL research only.  We will NEVER claim that this is absolute nor reflect actual living conditions of cities included in this list. We think it’s a good share so we posted it in this blog site. Criticisms are welcome but derogatory remarks against the site will be deleted. People who won’t accept the result, better get out and CREATE your own study including your OWN methodology and indicators. All comments are now moderated.

This study considered all the 122 cities of the Philippines – has undergone thorough research and gathering of data and analysis. The methodology used to determine the livability of each city was based but not totally on the European Intelligence Unit procedure. Like the EIU, the concept of this study was to determine which locations in the Philippines provide the “best living conditions”.  Five broad categories were considered for the computation and this are:  Stability (25%), Culture and Environment (25%), Healthcare (20%), Education (10%) and Infrastructure (20%). Each category contains indicators, and we included as many as possible, to make the computed data more solid.  Aside from the EIU provided indicators, (which can be viewed in their website) we also added the following into consideration: financial performance, population density, availability of public and private hospitals, availability and quality of public health service, environmental conditions, availability of sports and development programs, calamity-safety index, tourist attractions, cultural and commercial ties, availability of public and private educational sectors  including their  performances.

Quantitative variables came from the external data sources which were based from the reports released by the following government agencies: National Statistics Office, Philippine Statistical Coordination Board, IPRSD – Planning Service of DPWH, PAG-ASA, Philippine Volcanology and Seismology, Department of Education, Bureau of Secondary Education of Dep-Ed, Professional Regulation Commission and the Commission on Audit. As much as possible, qualitative aspects that requires polls and interviews were given with statistical counterpart to quantify the required indicator.

Only the top 20 cities that received the highest rating will be presented here. Generally, as you go along the list, you will notice the minute differences in the ratings but technically due to extensive indicators considered in the calculation – a 0.05 difference in the ratings is a big factor and can differentiate which city performed best among the rest.

20 . Tagum City –  80.657

Serves as the provincial capital of Davao del Norte, Tagum City is a first class city and one of the fastest growing city in Mindanao. It was cited as one of the 20 most viable and most competitive business sites in the Philippines  in 2005 by the Philippine Cities Competitiveness Ranking Project. It is becoming a bustling center of culture, commerce, health services, and entertainment in the Davao region. Tagum is predominantly an agricultural area with a mixture of urban city stature. It was dubbed as the “Palm Tree City of the Philippines” and the ” Music Capital of Mindanao.  With its rapid urbanization, improvement of transportation, infrastructure and public facilities, rise of more businesses and improvement of lives of people, Tagum City managed to secure a spot in this list.

19. Tagaytay City – 81.663

The only non-first class city in the list is a component city of the province of Cavite and one of the most popular tourist destination in the country due to its beautiful scenery and relaxing climate. It provides the iconic view of the Taal Volcano island viewable in any point of the city. The city have several tourist establishments providing food and accommodations, some with scenic views of the Taal Lake and Volcano. Taal is a lake with a volcano with a lake within, and an island in the middle of that small lake. It amassed a total rating of 81.66 due to its liveable environment and excellent public health programs. The city is  a recipient of Presidential Healthcare Award  for giving a consistent and quality healthcare for the public.

18. Muntinlupa City – 81.868

Popularly known as the location of the national penitentiary and also home to some of the best commercial establishments in the Manila metropolis. It is the location of  Ayala Alabang Village, one of the country’s biggest and most expensive residential communities, where many of the wealthy and famous live. Alabang catapulted its mother city in progress due to its growing investments and growing infrastructures. Recently, it acquired the status of  “Most Competitive City” and the “Most Improved City” of the Philippines. It is the forerunner of one of the most copied environmental projects in the Philippines – banning of  plastics and styrofoams.

17. Santa Rosa City – 81.911

Santa Rosa City in Laguna is home of various housing development projects, industrial estates, manufacturing plants and an industrial park. It is dubbed as the “Lion City of the South” and “The Makati of the South” due to it’s increasing economic activities. Even the Commission in Information and Communication Technology regarded Santa Rosa as “the next wave city on ICT” and was also included in the Department of Trade and Industry’s top ten cities in view of it’s ideal business environment, infrastructure and human resources. It houses young professionals who worked in the top industries around the city. A calculated 81.91 points came mostly from the increasing development and industrial estates projects and top-notch public healthcare it provides for its people.

16. Batangas City – 81.914

One of the fastest urbanizing city of the Philippines is Batangas City. It is the “Industrial Port of Calabarzon”  and  the center for trade and commerce. The city hosts one of the largest oil refineries in the country, three natural gas power plants and major industries. It is the center for education, with three of the largest universities in the province. In the individual indicator ranking, Batangas City ranks 6th as the best provider of quality public education.

15. Ormoc City  – 82.085

Ormoc City is a first class city and the  economic, cultural, commercial and transportation hub of western Leyte. It has its own power  supplied by its available geothermal power plants. This geothermal power plants  also supplies the nearby provinces which makes the city more wealthy. Its economic base is a mixture of agriculture, aquaculture, industry, tourism, and commercial services.  Among the first class cities in the Philippines, Ormoc City ranks 7th  in having the lowest crime incidence in the country, 8th with the lowest population density and 9th best provider of quality healthcare programs. The Asian Institute of Management’s study titled The Philippine Cities Competitiveness Ranking Project 2005 ranked the city 1st in ‘infrastructure’ and 10th in ‘dynamism of local economy’ among small cities of the Philippines. The city also garnered the 2005 Most Business-Friendly City award in the Visayas by the Philippine Chamber of Commerce and Industry.

14. Angeles City – 82.173

Angeles City is an autonomous first class highly urbanized city in the province of Pampanga. It has transformed economically upon  the erection of the Clark Freeport Zone, the place where the city’s airport, Diosdado Macapagal International Airport, is located. Angeles city is home of the province’s emerging technology industry, growing tourism and gaming and amusements. Aside from an international airport, it also houses several industrial estates, IT and call center industries, a special economic zone and other major investments. The city ranks 3rd among the country’s first class cities that provides quality healthcare, 7th in providing job opportunities and 1st in having the best quality sports program offered to the public.

13. Naga City – 82.390

The city of Naga is located within the province of Camarines Sur in the southeastern tip of Luzon and is the heart of the Bicol Region surrounded on all sides by rich agricultural, forest and fishing areas. Naga City is the trade, and commercial center of the Bicol Region and home of business when it comes to commercialization and industrialization of the city. What makes it to be at the 13th spot aside from being an industrialized city is its preserved unique and rich culture plus the relaxing and exotic environment.  It is well known for its Penafrancia festival celebrated every September, has numerous natural and historical attractions, museums and churches. The city ranks 6th among the first class cities of the Philippines having the lowest crime incidence.

12. Olongapo City – 82.483

The city is known for its innovative methods of urban management in the 1980s in addressing crime and cleanliness that has been said to be copied by local governments nationwide. The city pioneered the Color-coded transport system, Integrated Solid Waste Management System, Volunteerism, Organized vendors, elderly, youth and women’s groups, use of slogans, People’s Law Enforcement Board, Emergency Response Team, and international awards such as the UNESCO Cities for Peace representing Asia and the Pacific in 1997 and the Konrad Adenauer Local Medal of Excellence in 1999. The Asian Development Bank and World Bank have also recognized its successful urban redevelopment and city development strategies. Olongapo City ranks 10th among the first class cities in having the lowest crime incidence in the country.

11. Iloilo City – 82.564

A highly urbanized city and also serves as the capital of Iloilo province. It has port facilities, telecommunications infrastructure and utilities, banking and finance, retail trading, and business process outsourcing or BPO. The BPO industry has been one of the most active economic sectors today. The city ranked number 9 among the first class cities that produces young professionals and number 5 in having the best infrastructures in the country. Iloilo City is home of the Dinagyang festival celebrated every January which represents a very rich and colorful culture of Ilonggo people. They indulged themselves in many festivals to show their famous brand of hospitality. It also ranks 1st as the city with the best delicacies and unique dishes in the country. The people were known to be warm, friendly and approachable.

10. Zamboanga City – 82.740

The commercial and industrial center of the Zamboanga Peninsula. Zamboanga city is also known as the Asia’s Latin City due to the Hispanic touch of its rich history and culture. In terms of infrastructures, the city has its own international airport and ecozone, power and water source and also manufacturing industries. The city ranks 6th among the first class cities with regards to financial performance, ranks 10th having the lowest population density and 2nd best city provider of public health services.

9. Quezon City – 82.827

It is indeed the most populous city in the country today but still liveable  at its best. This city houses almost all, from the majority of government offices, best campuses, major broadcasting networks, telecommunication companies, supermarkets, malls and residential houses. Quezon City is the number two producer of young professionals in the country,  1st among all the Philippine cities who performed well financially, 7th best provider of public health services and 5th in having the most tourist attractions in the country.

8. Baguio City – 82.900

Baguio City is one of the most densely populated city in the Philippines but still the undisputed Summer Capital of the country – and yes it is liveable! Thanks to its mild climate which is 8 degrees Celsius lower compared to the average temperature of the rest of the country. Baguio City is the center of business and commerce as well as the center of education in the entire Northern Luzon thereby becoming the seat of government of the Cordillera Administrative Region. Almost half of the city’s population are students, many of whom come from nearby provinces, with numerous foreign students to add to the diversity. It is number 4 among the top producer of young professionals, 7th in road quality and traffic management ranking, 7th in having the best tourist attractions, 3rd in cultural biodiversity ranking, 4th in providing quality sports programs and 2th in having the best environmental conditions to live.  Baguio is the lone Philippine destination in the 2011 TripAdvisor Traveler’s Choice Destinations Awards, Asia category, with the city being among the top 25 destinations in Asia.

7. Cebu City – 83.004

Cebu City is located on the eastern shore of Cebu and was the first Spanish settlement in the Philippines. The imprint of Spanish and Roman Catholic culture is evident. Every January, the Sinulog is celebrated in honor of Sto. Nino. Cebu City is the country’s main domestic shipping port and is home to about 80%  domestic shipping companies. It also holds the second largest international flights in the Philippines and is a significant center of commerce, trade and industry. It is number 2 with regards to cultural and historical significance ranking, 8th in having the best tourist attractions, 3rd in producing young professionals and 3rd in having the most cultural and commercial ties locally and internationally.

6. Puerto Princesa City – 83.030

A city rich in flora and fauna, pristine beaches, chain of mountain ranges through the city and a bustling urban center perfect for vacation and business trips – that is the Puerto Princesa City of Palawan. The city receives numerous awards and citations – from excellence in environmental programs, socio-civic and economic performance. It is the 2nd city with the lowest population density, 6th with regards to cultural and historical significance, 1st in giving the best tourist attractions and 5th in road quality and traffic management system.

5. Manila – 83. 345

The capital city  and the seat of political power of the country, Manila is one of the sixteen cities of the Metropolitan Manila,  is the second most populous city in the country and the most densely populated city in the world.  So what makes it liveable and be at number five spot? The city received low rating with regards to environmental aspects but  jumped higher in the other indicators we have. In terms of infrastructure, it ranks 3rd and 2nd when it comes to having the most cultural and commercial ties both local and abroad. It is the number 1 city who produces young professionals obviously because it is  the center of education  and home of the best and also oldest universities in the country. When it comes to tourism, it ranks 4th in having the best tourist attractions; 1st with regards to historical and cultural significance and 6th in providing quality healthcare for the public. What the city really needs is to strengthen its environmental projects to improve its prevailing environmental condition.

4. Makati City – 83.874

Makati is the financial capital of the Philippines. It houses various embassies and center of international affairs and is noted for its cosmopolitan culture. The city ranked 2nd in financial performance , 5th as the best provider of public healthcare, 1st as the city with the most cultural and commercial ties locally and internationally and 2nd having the best infrastructure in the country.

3. Marikina City – 84.323

At number 3 with a rating of 84.323 is the “Shoe Capital of the Philippines” and  one of the most populous and wealthiest city in the country today. Marikina City is a tourism and cultural hub of Metro Manila and a modernized city balanced by nature and its people. It is one of the healthiest and livable cities within the Asia-Pacific, a Hall of Famer for its cleanest and greenest city, most awarded city in Metro Manila and most competitive city in the Philippines. The people of Marikina are amongst the most disciplined in the Philippines. Marikina City is 1st among the cities having the best environmental programs, 1st as the best provider of public healthcare and programs, 3rd in having the best sports programs designed for the public and 1st as the best provider of quality public education.

2. Davao City – 84.804

At number 2 with a rating of 84.804 is Davao City. In the early 2000s, Davao City has been recognized as the most liveable city in the Philippines but in the  recent years, it has been outranked by the other fastest growing and well performing cities in the Philippines.  Davao City ranked 87th fastest growing city in the world by the City Mayors Foundation and 10th Asian City of the Future by the FDI Magazine. It is the most important financial and trade center and the richest city in Mindanao thus the nickname the ” Crown Jewel of the South”. It is the 5th best performing city financially, 2nd best city that caters the tourist with best natural attractions, 4th producer of young professionals, 9th in having the most cultural and commercial ties here and abroad, 1st in calamity safety index and 3rd in having the best infrastructure among the cities in the country.

1. Bacolod City – 85.183

Finally at number 1, we recognize  the City of Bacolod as the MOST LIVEABLE CITY OF 2012. Here’s why; it may not be the best but the city is well represented in all of the indicators we have. Bacolod City ranks 8th in having the lowest crime incidence among the first class cities in the country, 3rd in giving the best environmental conditions to live, 2nd in having the best sports program for the public, 4th for historical and cultural significance, 2nd in having the best delicacies in the country, 4th for best tourist attractions, 3rd as best provider of quality public and private education both for primary and secondary, 4th in having the most cultural and commercial ties locally and inernationally, 6th in calamity safety index and the 4th best city in terms of its infrastructure.  Bacolod is the capital of Negros Occidental province well known for its Maskara Festival celebrated every October. Like Iloilo City, Bacolod is also known for being very friendly thus the nickname the “City of Smiles” . In addition, the city received numerous awards and citations from different organizations for having one of the best infrastructure, stable economy, interesting culture and conducive environment.

  1. Bacolod city number 1 ? What a bunch of horse crap. Have lived in Bacolod City for 6 years.

    Baciwa
    The Water service in Bacolod is pathetic, Found a nice house a few months ago, after moving in i discovered that we only get 90 minutes of water from Baciwa a day from 4am to 5:30am. WE have several medium sized storage tanks but more than a few times we didn’t even get the 90 minutes of water for the day and wind up doing without running water that day. Calls to Baciwa are a waste of time. They have no idea that your neighborhood has been dealing with that problem for years and vow to investigate. As to the cause they venture guesses, apparently they don’t use computers to track any kind of useful information like where problems have been reported or any kind of progress or plan in effect to fix it.

    Ceneco, Depending on where you live you can decent service or bad service. Lived a little north of Bacolod for 6 months and had decent electric service but moving back into Bacolod it’s the same old thing 12 to 15 blackouts every month.

    Roosters, I would really like to find some residential area in the city that i didn’t have to listen to roosters crowing all day and night, . Apparently the people who own these roosters have no idea they can keep the roosters from crowing just by putting them in a cage just a little taller than the rooster so that when they raise up they hit the top and wont crow.

    Dogs. Dogs that bark at anything that walks up the street, As most people seem to own more than one and they keep them outside the barking is continuous. Some dogs bark for hours while the owners apparently can’t hear it or doesn’t care.

    Loud Music. Music blasting 4am from 5 kilometers away and the bass from it is playing in my house even with the doors and windows shut.

    Garbage pick up. When is it ? I don’t know, apparently no one else does either.

    • Apparently mister, youre just too clouded of those negativity. Im libing in Bacolod now for almost 3 years and havent even noticed those barking dogs and loud roosters youre talking about. And seriously, whenever and wherever you go there would really be those things. Duh. Bacolod is a nice place to live, i appreciate its beauty and its little things. I guess kahit saan ka man pumunta may masasabi at masasabi ka pa ding masama. Break loose dude.

  3. I think Dumaguete City should be on the top list. I mean, c’mon, it is the Center of Education in the South. It is not dubbed a “University Town” for nothing. And you will not believe how many foreign students are enrolled there from Europeans to Americans, to Middle Easterns, Koreans, Japanese, Africans, and many more. It could be the only city in the country with such diversity of students.

    As it is a university town, many BPO’s have now preferred to operate there these days.

    It is also the jumping board to world class luxury and dive resorts in the country because of Apo Island which is undoubtedly one of the best dive sites in the entire world.

    Healthcare? It is home to many hospitals and clinics whose ratio to the size of the city may be unmatched by any other city in the Philippines.

    Environment? Aside from the Apo Island which is maintained and preserved by the government, Dumaguete is also home to the a center for Marine Studies, the only one in the Philippines and recognized by the world biology community. Also remember, Negros Oriental (Dumaguete being the capital) has its own geothermal plants, one in Kanlaon and one in Valencia, all run by PNOC. Negros also has the Twin Lakes National Park which is protected by the government. It has diverse flora and fauna and home to the spotted dear, the only place in the Philippines.

    Culture? It has the Silliman College of Music. It is the only school of music outside Manila. People from Luzon, Visayas, and Mindanao flock there to learn. Then it has Luce Auditorium, which is the second only to the Cultural Center of the Philippines (CCP). It remains to be a platform of world class cultural shows from Italian Ballet companies to acclaimed Philippine national artists. It also has a museum which has a number of collections. Then, it has also one of the biggest libraries in ASIA with a HUGE collection of books. This is unmatched by any city in the Philippines and that’s a fact. Then there is the annual Writer’s Workshop in the Philippines held annually in the city. If you roam around the city any time, you will surely find groups discussing Shakespeare or Rizal or Christianity or having any intellectual discussion on diverse subjects.

    Food? Dumaguete is a food lover’s paradise. Restaurants (with local and International flair) abound with unbelievably low prices to cater to students.

    Seriously, an American-based Magazine recognized it as one of the top retirement places in the world (the only one in the Philippines) due to all these facts. try to go there and you will see people from different parts of the globe making it their home.

Me i grow up in Negros, study in Bacolod City and live there until now, just 2013 i work here in Iloilo cuz we open a branch here ..to those people argue which is the best city Iloilo kung Bacolod i think both city has the same quality … friendly people, less crimes, good delicacies, best food ever, good school is also there in both city, pero kung aku pa pilion ang traffic sa Iloilo indi gd mayu gamay dalan.. dugay2 ka maka abot sa kagtuan.. ang land area sg syudad gamay gd… ang tubig sa syudad i mean main city deep well.. ang basura ambot lng .. pero boot tawu sa Iloilo to be fare… kay aku biskan ng daku sa Negros akun ginikanan tga Iloilo… pero may parents choose to live in Bacolod to be fare i can leave one hour sa amun house pakagto airport… good environment… tinlu ang dalan.. mayu ang tubig .. kg fresh ang utan kg prutas… ang mayu sa iloilo kay ara ang mga government agency offices … pero tama ang survey No.1 gd ang Bacolod ah.. wala lalis kay sakto ila study…

  6. This “study” as you call it is somehow biased. As you can see, in bacolod’s defense it is stated that it has been ranked as the 8th in having the lowest crime rate while Davao which is known for its “zero crime rate” is not given the recognition.

    • Agree.. yung gumawa nito ay taga bacolod. kulang sa research.. yung bacolod is 8th in peace and order. samantala yung davao city. “HALL OF FAME” na sa peace and order( we have an award to prove it) and one more.DAVAO is the only city in ASIA, that has a 911 Emergency response, a Public Safety Command Center, Davao has less than 1% or specifically 0.86% crime rate.. wala masyado criminal na umaabot sa presinto kasi dead on arrival na sa morgue.. so come on.. make a better research before making this article.. not so believable

      • But Bacolod was chosen to be the Best place to live in by MoneySense magazine. Besides, hindi lang ang crime rate ang basehan dito 🙂 Go visit the place and you’ll truly be amazed, half urban half rural, truly truly truly a masterpiece 🙂

  7. uhhmmm, boring sa bacolod city e . i grew up in bacolod just so you know. back in 2008 i left bacolod and left for manila and didnt look back ever since. in bacolod no hot places to go gimik, puro stright scene, boring night life, there should be a classy bar for LGBT. bi men in bacolod know each other. geez. so that means No hot guys in bacolod either. No other city beats Metro Manila and its neighboring provinces especially when it comes to diversity.

  8. Ormoc City will in no time become more competitive, with its higher elevated topography offering a cooler temperature.. with local officials planning for its good development… soon this city will rise to become one of a very livable cities.

  10. Competitiveness has 70% to be called as liveable city, and that should be the City of Cagayan de Oro. According to the data garnered for 2012 information.
    This list is more about favoritism and bragging. I must say Manila is not in there really 65% of it are informal settlers that is manifested whrack villages when you are above airplane in NAIA. Whilst CDO paved in greenery

  11. This should be a Disclaimer. As a result of my own researched, Cagayan de Oro City leads as one of the liveable city in the Philippines. I seen News headlines,bold fonts, tiltles in leading newspapers and blogs that the CDO has various large constructions and projects and is one of tourist destination in the country. Im noy Kagay-anon but this city has massive achievements and contributions in the PSEi that its capita as of 2012- June 2013 hints up to 9.5 billion pesos. I was so amaze though. Also, the city now is includes in Skyscraper organization wherein it has 11 prospective and under-construction high rise buildings. The White Water Rafting also rises of its tourist number and named as The New Adventure Capital in the Philippines.

    The rest cities are sldo good. However.

    • I’ve lived in CDO and frankly, it’s not really that good there. Economy may be booming but there are a lot of problems concerning public safety there. Maraming hold-up and stuff, even if you’re walking along the busiest places there (eg Cogon Market). It’s true that the crime rate is nowhere near the rates in the NCR, but compared to the other cities in this list, CDO simply doesn’t cut. It’s dirty, it’s scary, and it’s flood-prone.

    Iloilo province mostly only have 3rd and 4th class municipalities. aside from Iloilo, they only have 1 other city and that is Passi.

    NegOcc on the other hand has 12 cities outside Bacolod.
    Kabankalan is now even at par with Iloilo with developments.

I’ve never been to Bacolod City but i planned to go there before Christmas kasi i’ve been told na maganda daw yung may falls sa Mangbukal, but now wag na lang kasi LEAVABLE daw sya eh…hahaha funny kasi yung comment ni JADE and PAWKS instead na i promote yung city NILAYASAN pa..CAMSUR na lang ulit to get away from the stress in Manila..:D

For the record, I’ve only been to Iloilo once, when we did the Visita Iglesia, and i found the place nice. Also, now i know for sure that i would never set foot in LEAVABLE Bacolod dahit baka unang apak ko pa lang eh umalingasaw na yung kayabangan, kawalang modo, at kabastosan mu, then i would want nothing else but to leave the city of friendly people as this survey claimed. I’m not picking a fight with anybody here. I just found the phrase LEAVABLE Bacolod as posted by Jade and Pawks funny. No offense meant there, i just posted it as it is.

Tae-bu Association ?

    The 2nd in having the best delicacies in the country : what leads them to be declared as such , number of consumption? if so , wheres the data……who declared certain Culinary Organization such being the best? is it through survey ? what does it mean ” best delicacy” does make it distinct from all others, does its piaya taste superlatively delicious than the piaya of Antique? it’s chicken inasal taste differently than all other cities ?

    4th best city in terms of its infrastructure: Which Government Agency/Private Firms/ Engeeneers said that? what are the criteria,are there any? is it based on the number ? the size dimension ? the strategic location? the outstanding strength of material assssed? the intricacies of archetectural design? the accredetation or imminent engeneers ? Does it top the stupendous Infrastructure of Davao , Cebu , Manila , Quezon , Pasay , Makati etc??

    4th for best tourist attractions—what makes bacolod the 4th best? hows the scoring done , its Church ? its Ruins ? heritage building? does it excel the church ruins heritage building of Cebu Manila Vigan , Cavite , do they factor volcano , falls ,

    3rd as best provider of quality public and private education both for primary and secondary , When was it declared as such? how do they came up with the ranking? do they have the highest retention rate among all other? they have exceedinlgy low in drop out rate? enrollment rate? are all basic education teachers attained master’s degree or doctoral degree? highest rate of topnochers?

Considering that you mentioned all indicators for Bacolod based on the ranking, why don’t you (1) release the actual results per category for all of the cities mentioned in the list as well as the (2) actual source data that was referenced to secure the ranking and (3) formula that was used considering the weighted average you provided.

    This piece would have been more productive if you remained consistent in the presentation of scores instead of presenting a brief summary of each city compared to Bacolod where all the scores are listed.

    I studied till HS in Bacolod and left the city soon after.

    • Agree. The rice also. Iloilo can sustain itself. Unlike Negros, namganganib ang kanilang ekonomiya dahil lang sa sugar at bumibili pa ng bigas sa ibang probinsya. Iloilo nag invest talaga for irrigation. Kung livable talaga ang isang lugar dapat meron mismo ang lugar ng mga pangangailangan gaya ng pagkain.

    • To add : Negros Occ. & Bacolod has one of the best, if not the best ‘drinking water supply’ in the whole of the Philippines. In fact, the beer produced here in Negros & Bacolod taste much better than anywhere else.
      We also have good roads, sufficient supply of electricity in the whole of the Island.
      Most of all, its the people of Negros that makes it “most livable” .

Since I already have mentioned already and you have raised it too I give reasons . I am exceedingly enthusiastic to write the history of Iloilo because of abundance of Spanish Histeriographers referring about Iloilo , whereas , Bacolod City , no single spanish soul ever referred to it in years and century even the ancient Chinese geography due to it insignificance… About our rivalry with Cebuanos , it is our affairs already .( Considering that half of Negros speaks Cebuano).

    Anyone who left Iloilo and have join Bacolod , driven by the feeling they belong there , that kind of Ethnic Cleansing is exceedingly helpful for us . Voluntary expulsion since they distinguish themselves to be more associated with another geo-cultural group .

    People from outside especially from those who are hostile to Iloilo exhibit uncontrolled arrogance and racism against us. They misrepresent the way we conduct ourselves. We are being gang up against by people who wants us to look miserable. We are not begging for your mercy. Loving your place does not mean to be obnoxious to another.     • Vic, in all honesty I think you must be smart enough to know that you are getting annoying. This is what you should do to counter this blog – make your own research, gather all the data, calculate using variables you think are correct and counter point by point to prove why indeed Bacolod should not be ranked #1 or Iloilo should have ranked better. All the points you posted, including the facts from employment rate to crime rate must be true. But the question is, how does it fare as a whole, including all variables? Wag yung ibabandera mo yung mga magagandang numbers ng Iloilo at mga pangit na numbers ng Bacolod and make everyone believe that Iloilo is indeed better hook line and sinker. I also agree that this methodology is not absolute but you have to be humble enough to accept that unfortunately, for the factors that were included here, Bacolod reigns on top. That is something you can’t deny. Now as to the question if those variables are correct to determine the liveability of a City, pasensya, but I don’t have the answer and neither should you because that will always remain debatable.

      It is also below that belt to deny Bacolod of it’s historical importance just because in your own words “no single spanish soul ever referred to it”. That is laughable and I’m sorry to say this but pure ignorance as well. If you want competetion about historical greatness of our own towns then so be it. Bacolod and Negros as a whole has a lot to “Tikal” on this too, but that is completely different issue.

  58. Please be informed that the Sacada is not confined to Negros Province only. There are thousands upon thousands of them within the vicinity of Bacolod Political geography , from Mansilingan , Handumanan , Alijis , Alegre , Sum-ag , even to Mandalagan when combined together is much bigger than Iloilo City. If you are doubtful , the Provincial Agriculture can attest it beyond reasonable doubt whether you take it or not.

    Studying the detail of unemployment of Bacolod City , you dont have to use fake data to misled the Government Agency who address poverty. However the reverse is happening in reality where hundreds of family are reduced to poverty every single month with no hope to recover financially due to Inflation with low-wage , increasing cost of health care . Given this crushing economic situation , Bacolod Housing Authority (BHA) corroborates that half of Bacolod’s estimated 41,610 households are considered as “squatters” or those families not owning lots and houses. Interistingly , most areas suffering from extreme poverty ( National Demographic Survey- Poverty Incidence) in Negros Occidental are marching into Bacolod from North South and East increasing the poverty rate in Bacolod fantastically.
    All we need is Government intervention , social reforms , strategic poverty mitigation programs and to bring upon equality . Frankly , I am hoping that your area will prosper. Momentarily , survey is too inadequate enough to feed the fantasies .

    • VIC – It is TRUE on what you say about the “squatter” and “unemployment” problem existing in Bacolod & Negros Occidental.
      BUT… YOU FAIL to mention WHY it came about.

      Negros Occidental & Bacolod City are the most chosen places by people all over the Philippines for employement and as a place to spend the rest of their lives.
      We have the most number of migrant workers from many many provinces and places and also “immigrants” who turn up in great numbers as , what you call “squatters”.
      WHY did this happen…?
      Because MOST of our fellow-brother Filipinos consider Negros and Bacolod the best place there is to live and work in.
      They would not be coming here if they didn’t consider Negros Occidental & Bacolod as such.
      This situation, of ‘immigration’ has been happening for more than NINETY (90) Years.

      Vic…, your comment/blog, above, could be a case study of “Truths” and “half-Truths”.

Harry I have explained what the social scientist are using definitely no other than the place has High Gross National Product or simply ” rich ” because as what I have said earlier different models have different results. A decade of threads , blogs hordes from Bacolod are doing against Iloilo , for me its not economically productive . And the greatest lie I read here is not about the term paper.
    1.its about the hyper-inflated employment rate of Bacolod City as 6.9%— Oh my God , this is heigh of folly since even United States employment rate is somewhere around 12 %……. its way way far from reality….. if the 6.9 employment rate of Bacolod….. Every white collar job are counted from Barker , to scrapper etc.
    2. That some isolated event of theft or robbery branding Iloilo as land of theft. However , refutable source from the Government Monitoring System says the opposite… Crime Volume increase in Bacolod City 533 crime volumes in the second quarter of 2011 and 605 crimes in the second quarter of 2012, which posted a 13.50 percent change whereas Decrease of Crime Volume in Iloilo City crime volume from 421 in the second quarter of 2011 to 262 in the second quarter of 2012, thereby posting a 37.76 percent change…. If you can believe this as you said . Its not my problem anymore , but the report is very current.
    3. The battery of infectious disease is depressing in Bacolod City too , worsensed by high malnutrition among pre-school children and very high infant mortality rate . This gives an idea how powerless a community to combat these burden of diseases. the 300 % increase in Iloilo City is painted a lie . the reality is that reporting units have increased. 5 disticts of Iloilo , while Bacolod is not reporting.
    4. Forth lie is flood. it’s been 4 years , I have not encountered a flood here since the Flood Control Project became functional. whereas there are many areas in Manila were flooded even from week of monsoon rains. Please recall that 1 year ago , certain areas in negros were inundated that people are needed to dismantle per report of Office of Civil Defense.
    5. Another lie is #2 in quality of life?— Is Bacolod City is really living a way comportable life than the rest?. Well if you say so , keep dreaming.

    Lastly , you called us losers chronically…. however its not true as I explained in one of my post. Put an end to being proud and a brag , talking boastfully is useless either.

    2. what about financial performance? what does it consist? this is very vague. if we’re talking about a company or a corporation, it would be understandable but we’re talking about livability of a certain city. you mean, an LGU’s financial performance affects living conditions of a certain place?
    3. why is there a need to lump up all the indicators into one? why does one have to have higher percentage?
    4. where is HDI? shouldn’t it be part of the computation? if not, why?
    5. lastly, for which school was this study submitted?

    Last comment: this is a very subjective study. as i said, i cannot believe QC made it to top 10. transpo system here s*cks big time and the cost of living is very high.

  65. Mr. Librero, this study made a criteria for judging. That is necessarily a discretionary activity, which may be done with biases and prejudices. Thus, I do not trust the results of this study. On the other hand, the government offices you’ve mentioned do not create studies nor make some criteria for judging. What they did are purely ministerial acts for which they don’t need to use any form of discretion. What they have are pure statistics, without deciding whether this or that comprises some 20-or-so percent of the total. Hence, you cannot say that they are partial. But, of course, there can be some exceptions, one of which is the DOT statistics for ummm… one province’s tourist arrivals. However, there’s a little chance for them to create partial statistics for the preparation of one does not involve any act of discretion.

    As to partiality/impartiality of this study, I highly doubt its impartiality. For, again, how can you expect a Filipino to judge his city impartially? It’s either he hates it or likes it. There’s only 1% chance that a person neither hates nor likes his city. It’s either he likes it or hates it.

    If a foreign organization made a similar study, there’d be no question about its truthfulness. There’s a little chance that there’d be any partiality.

    • it all comes down to what you value most, some place more importance/weight on cost of living, and job/economic opportunity, others like me just value not choking on polluted air and getting burning eyes when having to venture outside in Cebu or Manila. Crappy belching poisonous emissions vehicles (illegally driven due to corrupt political systems that seem to never change) surplus vehicles (jeepneys, trucks and cars) as well as “cogeneration” plants burning garbage and old tires is silently killing many people while you extol the virtues of Manila and Cebu, if you value breathing clean air, you will have to agree those two cities are sewers in more ways than one.

  67. I’m from Bacolod and been to some places because of my work. My first week in Manila was hell.. anywhere in Manila.. so for me, any city in Manila should not be included in the top livable cities.. the skies are grey and the traffic is aweful.. sa bacolod, ang pinakamatagal na traffic na naranasan ko is.. 3 minutes? yan eh kung may festival… otherwise, it’s very light.. at hindi bumper to bumper ang mga sasakyan.. i can never drive in Manila.. but i must say that the drivers in Manila are the best drivers in the world! lol! ang hirap kaya makipagsiksikan sa edsa! Cebu is just as expensive in Manila.. only the traffic is lighter.. pero magulo pa rin.. and with all these cities mentioned.. tagaytay.. baguio.. are not highly urbanized.. so it’s not fair to compare them to bacolod.. i LOVE puerto princesa.. i can spend my weekends there.. but it scores behind bacolod..

  68. So as not to mislead about the disinformation, omission and commission of the School term paper and to give a more accurate account of a place, as far as one’s prerogative is concern. This might be helpful for Foreigners, locals who seek employment, residence or leisure .
    For a conscientious choice for any prospective resident in a Philippines coming from abroad and have no total clue where to reside here. They are considering good access to facility , cozy homes , a nice parks , night life Spas, healthcare , cool weather , clean air , very low crime rate , no traffic , where affluent family built their homes. Tagaytay and Baguio City is liveable.
    For young , aggressive and single professionals who are seeking good career with handsome wage , fabulous night life , can survive some moderate crimes to heavy traffic , with resistance to moderate smog and eventually invest on real estate or other ventures. Makati, Manila, Quezon City is liveable.
    For a Middle-Class Family who wants good school for their children, with shopaholic wife, can afford high cost of living , moderate health care , easy employment , won’t complain for long commute between malls parks and residences , expensive resorts and expensive restaurants , close to harlotry , insensitive to moderate and high crimes . Cebu is waiting for you
    For a Family who want a low cost of living affordable rent or housing scheme, low crime rate, laid back life , relax and clean atmosphere and cozy night life with hundreds of resto bars . Puerto Prinsesa is liveable.
    For young provincial people who seeks immediate employment for Factory jobs, white collar jobs, trucking assistance , bakeries , construction works , reasonable rent , affordable subsistence , enjoys beerhouse videoke night life. Calookan City and Navotas is just appropriate.
    For a family who engaged in agriculture such as fruit farming ( banana ,lansones ,durian , pineapple etc), packaging , tuna , seafoods , seek some low cost of living, affordable health care and housing, access to certain malls and amenities easy commute , with good night life and easy-going life. Davao, General Santos and Roxas City are undoubtedly , a good choice.
    For a family who want a modest silent country life, no traffic , clean air , low cost of living , agriculture crops and hog raising ,mining , fishing , low crime rate . Batangas , Angeles , Tagbilaran and San Carlos Cities are just fine.
    For a person who is dreaming of tele-company employment ,apartment , public hospital , government center , café, lagoon , major mall banks , night-spot , terminal , chicken food-houses , pension-houses , funeral-house are located in one-street as one-stop-shop. Good but expensive schools and healthcare , wide roads commute to distant Cultural Places or displaced communities , enjoys miles and miles of sugarcane plantations in North South and East . Bacolod is suitable for you.
    For a citizens who earns a meager income to from low living wage to middle-class earners , affordable subsistence, reasonable rent , with no health insurance who wants free hospitalization , free college , free-commute by E-jeep , burial assistance , free ambulance service 24/7 , kitchen soup , survive light to moderate traffic ,seeks convenient roadways in upper-middle class neigboorhood and seeking big fun through interconnecting adjacent parks , malls ,bistro , party life and neighbourhood without spending much. Iloilo City is built for you.

  69. No offense pero this research lacks credibility and impartiality. To be impartial, you must be someone who lives outside the Philippines or some organization organized under the laws of a foreign country. How can you expect a Filipino judge his own city? You can’t say you are impartial completely, that’s impossible! There will always be some form of bias somewhere. But anyhow, this is only a school paper so that’s probably why inallow ng prof nyo toh.

    • Sir, if you will just carefully read, you will see and understand that they haven’t JUDGED a single city but based it on existing, verifiable data released by different government offices. They have also used methodology utilized by an international organization which was already calibrated and used in other study internationally.

      Now, if we are going to follow your logic that a study (ranking cities, provinces, etc) made in the Philippines by Filipinos about the Philippines lacks credibility and impartiality, then many studies can be considered trash and unreliable including studies made by NCSB, Asian Institute of Management and others. Which we all know is not true.

      Please be mature enough and think first before you say anything or JUDGE something which you still doesn’t fully understand.

Was human development index (HDI) considered? how about poverty incidence, family income? morbidity and mortality? Per capita? For currency , Based on the records of the National Economic Development Authority (Neda) through Neda assistant Regional Director Raul Anlocotan as submitted by the Philippine National Police (PNP) headed by Senior Superintendent Marietto Valerio as “Iloilo City” is safest city in Western Visayas October 8 , 2012.

    A. Crime incidence rate increased in Bacolod City
    31.50 to 35.76 and posting an increase of 13.52 percent change in the same period

    Decreased crime incidence rate in Iloilo City
    significant decline from 31.97 to 19.89 percent in the same period with a 37.78 percent change

    B. Crime Volume increase in Bacolod City
    533 crime volumes in the second quarter of 2011 and 605 crimes in the second quarter of 2012, which posted a 13.50 percent change.

    Decrease of Crime Volume in Iloilo City
    crime volume from 421 in the second quarter of 2011 to 262 in the second quarter of 2012, thereby posting a 37.76 percent change

    C. Negative Crime solution efficiency in Bacolod City
    Bacolod City posted a negative 65.41 percent change from 66.41 percent to only 22.97 percent during the same period.

    Crime solution efficiency very good in Iloilo City
    an increase from 46.08 to 62.97 percent by posting 36.64 percent change in the same period.

    • Please visit Bacolod damo na changes and developments. Sa mga regional offices, schools etc. (Region 6 ) gina taga-an priority ang Iloilo City because 5 provinces gid ang ma serve if dira sa Iloilo and hapos lg sa taga-Bacolod mag-tabok sa Iloilo.

I was born in Northern Luzon (mixed of Tagalog-Ilokano), raised in Quezon City (where I studied from Elementary to College), lived in Malolos City for 2 years, worked in Hong Kong for 11 years, and traveled to a lot of places in the Philippines already. I got married on 2009 to a handsome Bacolodnon and came to Bacolod on 2010 to live. I never left this city since then. I’m going back to HK to work again but my heart will stay in Bacolod. I will retire in Bacolod. I fell in love to this place, I can’t explain why, and what are the reasons but definitely, I agree that this is the #1 liveable city in the Philippines.

    Keep in mind that a very fruitful tree will always get a lot of attention.. it’s just the same with people and with places. I’ve read a lot of negative reactions and comments. It’s only natural that these things would exist. Criticisms and derogatory comments from people who do not know anything (about a thing, a person or a place) should most be appreciated. It’s a sign that their narrow minds cannot accommodate greater things do exist in their small worlds. Peace. 🙂

  79. I don’t think the results of this study is absolute. Different people who have lived in different cities and have experienced different things will always have different opinions. Bacolod City is urbanized but basically the lifestyle there is slow-paced and “mala-probinsiya”. For people who are used to a fast-paced lifestyle, of course there will be objections as to the livability of said city.

    I do think, though, that the twenty cities here are deserving of the recognition. Maybe there are some other cities that can be placed here, but so far parang satisfactory naman ang results dito.

  80. hahahahaha… kahit saan man tayong lugar nakatira… we are still Filipinos… can we just be happy with our fellow Filipinos? we need encouragement instead of putting other cities down… just because it’s not from your city…. each and every city is unique and there are weaknesses too… tayo tayo na nga lang mga Filipinos mag aaway pa… i must admit i am from Bacolod city… we have not been recognized before compared to other cities on the list… heck some don’t even know where bacolod is… that’s why we cleaned up our city… we grew and developed our city… kahit papano mapansin rin kmi compared to big cities… and i’m so happy that we have been consistent on the list of surveys for the top 20 liveable cities… not just on this survey… take note… not all the times number 1 ung bacolod…. i’ve been to CDO, iloilo and manila… and im planning to visit other places on this list someday…. we’ll i guess it’s for me to find out for myself what other cities can offer and i expect that it’s great… kahit saan pa tayong city dito sa Pilipinas… Remeber: It’s more fun in the Philippines… =)

    • I think butuan city should be on the top 3, now, it is considered to fast developing city, many investors look at butuan city as strategic place to put up investments, it is out from major calamities and it very peaceful place.. I love Butuan

  82. CDO??? time of typhoon Sendong, some dead bodies were made like garbage, so I think this city (CDO) doesnt deserve as 1 of the lists! not even at the top 100, NEVER! Laging binabaha ang city namin sa CDO, konting ulan lang baha kaagad, daming basura nagkalat kung saan-saan, yung LGU namin wlang pakialam, parang walang nangyari. Kaya sa ibang ambisyuso dito na gustong mkapasok sa top100 livable cities, hay naku, cguro may walis-tingting kau jan sa inyong tabi no, walisin muna natin ang ating mga basura pati na rin ang ating DAMAK na sarili at ating LGU!

  84. Thank you for this post and I would like to quote this in my blog post. I am a Bacolodnon. While I was not born here, I have lived here most of my life. And while I have visited many cities around the country as well as abroad, Bacolod is home for me. It is livable for me and also to my family. So while I am part of the generation where a lot of my batchmates took up nursing in the hopes of going abroad, I didn’t. I stayed.

    There is really no point in bashing other cities. Not one is perfect. Bacolod has its faults. But for me, it is the most liveable city, which is why I have chosen to live here–and that is according to my standards.

  85. I don’t really agree with some of the cities cited here as liveable. Especially with manila na palagi na lang binabaha at masyadong mataas ang krimen. I think mas deserving ang Davao City as the number 1. I’ve been to Bacolod , the place is ok lang but not the best like Davao. Minsan lang akong may nababalitaan na may krimeng nangyayari dun dahil maraming takot sa mayor nila dun..hehe.

    It’s feels-good for people coming from bacolod that their city ranked as top ( no question).Some questioned ( raising eyebrows) but the tendency ( more often than not) they hit and trash Iloilo ( and not other places) and put it down , painting Iloilo as dilapidated place and a loser…..( dahil ba may “robinsons, sm, ayala, megaworld” conclusively , best place na ???. They are privately-owned anyway and proceeds are funnelled into the hand of few elite ……. Iloilo is not a land of the loser … we grow as society collectively and trying to reach out the underserved and under-privileged……. Recently….. Iloilo City Government had opened hospitals to cater the poor , constructed a communities for Ilongo who can’t afford to build homes and buy a lot , opened a City College for scholarship purposes , and so on. Bacolod can showcase many points that is livable based on personal preferences and so the rest of the Cities like NCR , Cebu and so on.
    Objectively… here are the honest and sincere reason the verifiable state of Bacolod for information :
    1. Bacolod is one few city to have “No Hospital” exacerbating the poor quintile which constitutes the majority of household of Bacolod City, while Iloilo have new hospital for the poor and another 2 new hospital , the University Hospital plus the Medicus Medical Center, and Iloilo overshoot the target set by United nations ( BIG WOW!)…. Hospital Bed ratio for Negros is 1:300,000 something while Iloilo…. 1:400 only…. Another hospital is finished in Balasan Iloilo.
    2. The Police ratio is one policeman for every 1,189 citizens. The ideal ratio for a big city like Bacolod is 1:500 and Iloilo’s police-citizen ratio is nearly twice that of Bacolod’s. That’s why some tele-company vacates Bacolod and preferred Iloilo.
    3. Extreme Joblessness: 228,000 as of 2007, 74 percent have no stable jobs and incomes and the rate is still growing potentiated by extreme migration.
    4. Bacolod Housing Authority (BHA) revealed that half of Bacolod’s estimated 41,610 households are considered as “squatters” or those families not owning lots and houses or are living in “extreme danger zones”, and without stable jobs and income and its increasing. MBCCI vice-president for external affairs Oscar Zayco. Its endless problem in bacolod city… Considering they build a community in Handuman , Banago , Barangays in downtown etc if you combine them it is as big as Iloilo City. Still the problem continue on and on without end.
    5. 50 percent and up are living per capita poverty threshold that is around 250,000 individuals.( community based survey). With these quintile, with no access to healthcare , free education system , etc…. and poverty is never ending problem.. Negros Occidental is Philippine land of poverty next to Cebu.( National Statistics Office) with one of the country highest in poverty rate.
    Carlos , Negros Occidental has around 3 Million , It’s a high time that populace there is clamouring to make themselves into a “ new Region “ and should have been delisted from us ( Panay )so that every National Budget will be directly goes into your banks there. That is , to manage your selves with autonomy with the best interest of the public.
    There’s no point to Trash Iloilo just because it did not make its way. Social service to the poor makes Iloilo a good place for every family, in addition to those who have disposable income to spend everyday. I want to speak in behalf of every Ilongo here , were not driven by jealousy whatsoever in every sense of the word .

I’m from Bacolod and though I’m proud to see my city on the top, I don’t like the way some of my fellow bacolodnons badmouth Iloilo. We each have our own preference and for me Bacolod is the best place to live in but for someone from Iloilo (or any other city), he/she will probably say the same for his/her city. So there’s no use trying to argue or fight over this. You probably just want to defend our city but continuing to post degrading comments here reflects a bad impression on the general Bacolod population. So please, everyone just calm down. Bacolod is the City of Smiles, that is the reputation that we, as residents, should continue to uphold.

Not only because people always wearing sweet smiles despite of their problems, but they are very friendly to all visitors.     From the stand point of one from Bacolod like me, at first I can’t quite believe this either. In the 2008 Money Sense list, I was proud of it and think that Bacolod deserved that position. But after four years, I got disappointed. A lot of things has happened since that four years. However, take into consideration, that a lot of factors were considered. Let us say, Bacolod never got the no. 1 spot in those indicators. But then, we ranked high in most of them and putting them all together, Bacolod got the top position because of that. Maybe in many sense your city is better than Bacolod. But how about over all? If your city have better economy, maybe the crime incidence is high. If you have better employment rate, maybe its infrastructure the city don’t fair well. Be objective with your own personal assessment.

    So don’t be bitter. This should tell you where you need improvement. That is hoping that Ikwaderno can provide the data so that you can work hard to improve your city.

    Dethrone Bacolod if you really want. But do it! Do something! Don’t just malign other cities because that will not help improve your city. Your city’s state will remain the same.

    Eh I am highly confident— National Capital Region Cities will be the top and will alway top all other areas frankly speaking….. Anjan na lahat kasi… try to consider the indicators used by ranking a country into liveable….. that could have been screen by various experts…. did you consider the life expectancy of a place? ( this reflects the good universal health care you know Norway Denmark Sweden etc that prolonged their life) the employment rate? ( that may be good indicator of a liveable place imagine you have salary and have oportunity and then you can give food on a table for a family that makes a place liveable…. and a good paying job of course…… and Also . they have to factor the Time off given by most public and private employe.. sa public 2 days na….nothing more nothing less…. not to mention the legal holidays etc…however…. private companies can give 36 hours a week for their employess thats their prerogatives that must be another reason why a place is liveable….. There’s so much to learn…. and a book to read and thesis subject for rejection and criticism… that of course way helpful for the students… Again , I congratulate you for coming up with the term paper….and long love cities of the Philippines 🙂

      aside from unjustifiably EXPENSIVE private education, public education in the NCR is embarassing compared to Bacolod, there is not a lack of books, seats, rooms, facilities in Bacolod unlike those constantly featured in the news about public schools in the NCR, even the most expensive private school in Bacolod costs only a quarter of the expense of it’s equal in the NCR

      healthcare in Bacolod is great, there is no medical treatment in the NCR that Bacolod cannot offer PLUS, expenses here are low compared to Manila so even the poor can afford to go to the hospital,

      economy? well, the price of gasoline and diesel is almost twice that of Manila, so everything we buy here is expensive, but why is it that poverty in Bacolod is not severe unlike the NCR and people living in slums can still buy food 3 times a day?

      environment, do we really need to discussion the pollution in the NCR and the lush green environment of the urban planning of Bacolod?

  101. This is a good survey. Kudos to the people who made this. During the 1990’s when I was still in the Philippines, I’ve seen the great potential of Davao City, considering the urban setting and the people. I guess I was right. I was born in Quezon City, grew up in Metro Manila and traveled/worked from Baguio to Gen Santos City. My next bet then was Cagayan De Oro which never got to top 20. People is one important ingredients of any progressive city, and Bacolod, Davao and Marikina have them. Congrats from an OFW.

    • Ako si Sonny Labayen nag dako sa Bacolod City experienced Japanese occupation and American occupation. All the people are very friendly, hospitable and smiling. Even the Japanese and Americans enjoyed their stay in Bacolod. Our American hero saving us from the last hour with the Japanese was American soldier Theodore Vinther with a monument at the City Plaza. He was able to save Pulupandan bridge from the explosives of the Japanese so they were able to come in to Bacolod faster. Sa Bacolod very relaxed ang mga residents. Go to inspect their farms early morning and in the afternoon is mostly leisure, golf, mahjong etc.

  111. Even if this study was conducted by some reputable firm, I think people will still contest the result. Reading the comments here make me lose faith sa attitude nating mga Pinoy. What I can say is, we still have a lot to accomplish in terms of nation building. Not just in terms of infrastructure, etc., but also in finally defining our identity as a people.

But as far as the list goes, it changes and Bacolod might not be on top spot in the next few months/years. The point is, Bacolod is always consistent being on the list, which matters the most.

  113. Even if this study is intended for a school paper, it should show validity. We are talking about school for heaven’s sake, when are we going to value accuracy? after school? Was human development index (HDI) considered? how about poverty incidence, family income? morbidity and mortality? Per capita? A livable city isn’t just one with good roads and nice buildings, those are just the means… What’s more important is the outcome, If the author can show us which city has the lest sick and dying people, has the least poverty, has the least hunger, has the least crime and the most family income, most access to public services and best human development index, then that should be the most livable… Best delicacy and tourist spots has nothing to do with being livable…

  116. Hi, I was born and raised in Bacolod City but currently Im based here in NCR working in San Miguel Devlpt Corporation. Im proud that the city where I was born was ranked as number one. However, objectively speaking and with all due respect to the author of this study, I dont think so that BCD should be the top 1. As mentioned previously by some of the commentators, there’s Taguig City, Ortigas, Pasig, etc in which in my own opinion is at par compared to BCD.

      I just want to clarify my previous post. The ranking of the three cities you mentioned was just based on the stability indicator. I forgot to include the other indicators to get the overall score. Malolos and Meycauayan were not included in the top 50 overall but SJDM is in 41st having a total score 72.897. Cauayan and San Fernando (La Union) – not in the top 50. Sorry for the confusion. We actually focused on the top 20 and we didn’t expect readers like you to ask the ranking of the cities not included in this list.

  121. Shut the f**k off “mike” of CDO, what does Cagayan de oro has to offer? There’s nothing in there. Cdo is dirty! Look at the city’s surroundings and evaluate if it deserved to be one of the most livable. You didn’t wonder why BGC was not included? You’re unbelievable!

  122. @mike – If your only basis is construction boom, then a lot of Metro Manila and Metro Cebu cities should have been included such as Taguig, Mandaluyong, Lapu-Lapu, Mandaue etc. CDO construction boom is nothing compared to those cities. Again, the infrastructure is only one part of the study. Stability, Culture and Environment, Healthcare, Education are also components which Cagayan de Oro lags behind.

  123. Cdo is not bitter! It’s just hard to believe that Cagayan de oro city was not part of the top 20 list of the most livable cities and yet some cities were included, considering that CDO has more economic growth that those other cities.

    • I have been to a lot of places in Mindanao. All I can say is that- both Cagayan de Oro and Tagum City exemplify qualities of a liveable city. However, Tagum City has been progressing at a faster rate compared to CDO.

    • Livable po pinag uusapan HINDI economy or construction boom though its part of the factor but hey read the measurement used.. It include education, culture and etc.. Tagum had hosted several national and international cultural events and to be a host, one should have a strong cultural foundation ex. 3rd International rondalla (i forgot the exact name of the event) and also tagum has been consistent in bringing the 1st prize in the national literacy CDO not even included in top rankings.. Again these 2 are just some of the few indicators why Tagum is much LIVABLE than your city.. P.s. Can you please clean your city so much trash before you claim that yours is much deserving than ours..:)

    • I don’t think CDO is better than Tagum City. Tagum City was very natured place that you smell the fresh air and not polluted city. The criteria about is about livable city factor not booming city factor. So don’t make any sense.

  124. They should have factor first Employment rate and secondly rate of foreigners or locals who live or retire in specific place . Imagine saying this place is the top yet very few people get there to work or retire there? I believe Cebu City , Santa Rosa Laguna and Tagaytay will come to the top since many people live to work and retire there.

        i think bacolod is deserving of the #1 spot kasi madalas mag top3 talaga ang bacolod sa ranking ng “most liveable cities in the philippines”. i’ve never been there pero gusto ko makapunta dyan & marami ako kakilala na taga bacolod.
        bacolod is already a highly urbanized city with an lgu Income of P1.109 billion while sta. rosa is just a component city with an annual income of P1.582 billion. kaya di na masama ang income ng sta. rosa kahit 8 years pa lang na city ito. 🙂

    • how can you tell that only a few people go and retire in bacolod?? laguna and tagaytay’s employment is NOTHING compared to Bacolod.. loser! have you ever been to bacolod?? i bet not! ano naman ang pwedeng trabahuhin sa tagaytay?? ni wala nga yatang call center dun! same with santa rosa!

    • weee, are you sure vic that only few people live to work and retire in Bacolod City? If there are Bacolodnons who went out of the city, it is not because of employment alone but also for some other personal reasons, like having an experience living in other cities, or sent out by the company but eventually people from Bacolod will go home and retire in the City of Smile. Why only few foreigners live in that city, because only few women married foreigners.

  125. I believe Laguna and Cavite should be one of the top 5 . It has many infra- 15 minute drive to Manila. accesible to homes , cultural medical etc facilities. With good employment record manufacturing industires are booming ideal for young urban professionals. many places are green and clean , with better roads. Yet the big problem is crime .
